Consultancy Services for Designing, Procurement Support and Construction Supervision for Tanker Truck Parking and Dipping Platform at Msasa Terminal Harare (Firms Selection)

Role Purpose:

Petrozim Line (Private) Limited is in the business of transporting liquid fuel from Feruka Depot in Mutare to Msasa Terminal in Harare through the multi-products pipeline and for maintaining and managing Msasa Fuel Storage tanks and associated fuel handling equipment. Currently, liquid products (diesel, petrol and Jet A1) are received from Feruka via the pipeline into Msasa storage tanks and loaded into road tankers for further delivery to various centres. Loading into trucks is accomplished through electronic bulk meters and further confirmed through a physical tank dipping process as per industry standards. To ensure accurate dips, trucks must be parked on a level platform. Due to increase in volume of trucks there is a need to extend the current dipping platform at Msasa into a new area.

Key Duties/Responsibilities:

Petrozim Line (Pvt) Ltd intends to hire an Engineering Consultancy company to carry out the Structural Design for the concrete truck parking and dipping platform and produce detailed engineering designs and drawings for the project. The Project scope shall cover all stages from preliminary site analysis, conducting general surveys of the topographic and subsurface soil conditions at the site, selecting the optimum concrete structure, structural designs, traffic flow design, drainage designs, specifications for tendering, procurement support, construction supervision of contractors, quality control and project commissioning.

Qualifications/Requirements:

Petrozim Line (Private) Limited invites qualified and eligible firms ("Consultants") to indicate their interest in providing the aforementioned services. Interested Consultants should provide information demonstrating requisite qualifications and relevant experience in carrying out structural engineering design according to local and international standards and all other industry applicable standards. Consultants must have proven experience in specifying for construction and supervision of similar EPC contracts in petroleum and related industries.

Consultants must have proven experience in similar and related works and shall apply sustainability in designs to minimize environmental impact and lifecycle costs by prioritizing decarbonization, energy efficiency, and conscientious material selection.

The consultant shall also ensure that the project meets regulatory, safety, operability, environmental, and sustainability. Potential consulting firms (Consultants) must submit the following together with their letter expressing their interest:

Valid Zimbabwe Association of Consulting Engineers Registration (ZACE).
Valid ZIE/ECZ Registration of Firm and/or Engineering personnel.
Civil / Structural / Electrical / Mechanical / Survey / Safety Engineering Degree qualifications or equivalent.
Detailed Curriculum Vitae (CV) for the Senior or Lead Engineer demonstrating experience in carrying out similar/related project designs and leading a diverse team of specialized Engineers.
Detailed Curriculum Vitae (CVs) for the Engineers to be deployed: Civil / Structural / Electrical / Mechanical / Safety / Survey Engineers.
Proposed project structure and deployment plan.
Provide Company Copies of:
- Proof of PRAZ Registration - Category SE001 Engineering Consultancy
- CR 14 form or equivalent documents showing the names and addresses of Directors in mother country.
- CR 6 form or equivalent documents showing physical address of company in mother country.
- Certificate of Incorporation.
- Valid tax clearance.
- Current National Social Security Authority Certificate.
- Certified Document by lawyers or law firm declaring that the company / consultant firm has legal capacity to enter Contract and is not insolvent, in receivership, bankrupt or being wound up, not have had business activities suspended and not be the subject of legal proceedings for any of these circumstances. Bidder should not be barred from participation in public procurement under section 72(6) of the act and section 74(1) (c), (d) or (e) of general regulation or declared ineligible under section 99 of the Act. The firm should have the nationality of eligible country as specified in special condition of Contract.
- At least three (3) written and signed trade references of similar works done in the recent past. The trade references should be on the issuing Company letter heads.
- Details of similar or previous experience and list of projects executed by the company / Engineers demonstrating a broad range of responsibilities, including but not limited to the designing, procurement support, EPC contract management, and commissioning phases of the projects, as well as other related activities.
- State any competitive edge of firm in terms of Engineering Designing tools and softwares to enable efficient and timeous execution of the assignment, cost management, quality control and resource utilisation.
- Petrozim Line reserves the right to visit consultant company premises as part of evaluation process.

This opportunity is open to all Consultants who meet the criteria for eligibility as stated in Section 28 of the Public Procurement and Disposal of Public Assets Act (Chapter 22:23) and who have the nationality of an eligible country as defined in Clause 1.10 of the General Conditions of Contract for Consultancy Services.

Security Clearance Application:

- Physical Submission: Physical vetted hardcopy fingerprints at Number 6 Seagrave Rd, Avondale, Harare for clearance.
- Deadline: By the 16th of June 2026 at 16:00CAT.
