Job Title / Opportunity

Call for Expression of Interest (EOI) for Financial Institutions to access the Line of Credit (LOC) to on-lend to HEEP eligible agricultural value chain actors.

Role Purpose

To address current gaps in the provision of affordable working capital and investment credit to agribusinesses in specific value chains.
To support the HEEP project goal of increasing incomes, food security, and empowerment for Smallholder Farmers (SHFs) engaged in profitable and sustainable horticulture value chains.
To support increased and sustainable horticultural production and sales by SHFs and MSMEs engaged in horticulture value chains.

Key Duties/Responsibilities

Serve as a Participating Financial Institution (PFI) or Retail Financial Institution for the management and disbursement of funds from the Line of Credit (LOC) hosted by the Reserve Bank of Zimbabwe (RBZ).
On-lend funds to 4P Partners (Anchor firms, Agricultural Producers Groups (APGs), and Rural MSMEs) and Village Business Units (VBUs) supported by HEEP.
Mobilize SHFs on a nationwide basis based on market conditions and agricultural potential.
Screen applicants based on expected benefits to poorer rural households.
Finance qualifying business plans through two financial instruments: a Matching Grants Facility (MGF) and/or a Horticulture Revolving Fund (HRF).
Sustain and scale up the LOC post-completion of HEEP for similar target groups and investments.

Qualifications/Requirements

Must be a financial institution licensed or registered by the Reserve Bank of Zimbabwe (RBZ).
Fully compliant with relevant regulations.
At least three years of operations.
Possession of an agricultural financing strategy.
Successful track record in lending to the agricultural sector, specifically to smallholder farmers and agri-MSMEs, including the horticulture sector.
Demonstrated ability to deliver affordable loan products adapted to the capacities and needs of HEEP target groups.
