Request for Expressions of Interest for Funding and Land Development Works

Role Purpose:

The Goromonzi Rural District Council is embarking on a transformative infrastructure project to develop a low-density residential township in Melfort, Mashonaland East Province. The Council invites Financial Institutions who also have the capacity to implement the desired project to submit Expressions of Interest (EOI) for the development of 173 hectares located at Melfort, Goromonzi District. The objective is to identify capable Financial Institutions who can fund and provide critical engineering work including road construction, stormwater drainage, water reticulation, and construction of a 5ML reinforced concrete water reservoir.

Key Duties/Responsibilities:

Fund and provide critical engineering work for the development of a low-density residential township.
Implement road construction, stormwater drainage, water reticulation, and construction of a 5ML reinforced concrete water reservoir.

Qualifications/Requirements:

Interested Contractors must demonstrate the following qualifications and experience:

Proof of registration of the firm outlining the Directors of the firm.
Proof of Vat Registration.
Registration with the Deposit Protection Scheme.
Operating license.
Proof of technical and managerial capacity to handle the project.
Financial Capacity.
Must have successfully completed at least three similar projects involving road construction, stormwater drainage, and reinforced concrete water-retaining structures.
Trade references.

Documents to be Submitted in Support of the Information Provided:

Certificate of incorporation or registration and documents detailing particulars of directors of the firm.
Valid Vat Registration Certificate.
Deposit Protection Scheme Certificate.
Valid Operating License from the Reserve Bank of Zimbabwe.
Curriculum Vitae of the Top Management detailing their work experience, paying particular attention to their professional achievements.
Audited Financial Accounts for the last three years (Period between 2022 to 2025).
A compilation of at least three finished projects involving road construction, stormwater drainage, and reinforced concrete water retaining structures.
At least three trade references from clients for whom similar projects have been successfully completed. The references shall be provided on the clients' official letterheads or duly stamped by the respective clients and should include contact details for verification purposes.

Application Details:

A contractor may submit only one expression of interest.
The expression of interest must be submitted physically in a clearly marked envelope and deposited in the tender box, whose location is at Goromonzi RDC, Lot A of Oaks, behind Ruwa Post Office, on or before 30 September 2026 @ 1100hrs.
Late expressions of interest will be rejected.
Participation is open to Zimbabwean bidders only.
Short-listed Contractors will be invited to submit detailed technical and financial proposals.
A contractor will be selected in accordance with the procedures specified in the detailed bidding document that shall be issued to shortlisted Contractors.
