The Forum for African Women Educationalists Zimbabwe (FAWEZI), in partnership with the UNESCO Regional Office for Southern Africa and three other consortium members, is implementing the four-year Our Rights, Our Lives, Our Future Plus (O3 PLUS) Phase II Programme across 21 partner Higher and Tertiary Education Institutions (HTEIs) in Zimbabwe.

Job Title: Consultant/Consulting Firm – O3 PLUS Baseline Survey and Safety Audit

Contract: Consultancy – Estimated 40 Days

FAWEZI is seeking an experienced individual Consultant or Consulting Firm to conduct the O3 PLUS Baseline Survey and undertake O3 PLUS Safety Audit Data Analysis and Report Writing under the programme. The assignment will support evidence generation for safer, healthier and more inclusive learning environments for young people.

Scope of the Consultancy

The consultancy covers two components under one engagement:

Component A: O3 PLUS Baseline Survey – Full Service

The consultant will:

Review and refine the FAWEZI Baseline Tool in consultation with the FAWEZI M&E Lead.
Assist with digitising the tool using platforms such as Kobo Collect or ODK.
Develop a sampling framework for all 21 HTEIs.
Recruit and train enumerators, including training on GBV research ethics, safeguarding and referral protocols.
Coordinate institutional access and fieldwork schedules.
Administer student and staff surveys and conduct Key Informant Interviews.
Apply ethical and safeguarding protocols throughout data collection.
Clean, code and analyse baseline data.
Disaggregate findings by sex, disability status, residence status and institution.
Present preliminary findings and produce draft and final Baseline Reports.

Component B: O3 PLUS Safety Audit (FCSAI) – Data Analysis and Report Writing

The consultant will:

Develop a standard institution-level Safety Audit report template.
Receive and quality-check FCSAI datasets from FAWEZI.
Participate in a structured data handover with the FAWEZI M&E and Safeguarding Officers.
Clean and analyse FCSAI data.
Cross-reference FCSAI findings with relevant Baseline Survey safety-perception findings.
Produce one comprehensive Safety Audit report covering all 21 institutions.
Produce 21 separate institution-level Safety Audit reports.
Develop Excel and/or Power BI dashboards.
Present preliminary findings for validation and finalise the reports.

FCSAI fieldwork/data collection is out of scope and will be undertaken by FAWEZI staff.

Expected Deliverables

The successful Consultant or Consulting Firm will be expected to deliver:

Combined Inception Report.
Baseline Field Data Collection Report.
Draft Baseline Report.
Final Baseline Report and populated Baseline Indicator Matrix.
Cleaned Baseline Data Pack.
Draft comprehensive Safety Audit Report and 21 draft institution-level reports.
Final comprehensive Safety Audit Report.
21 final institution-level Safety Audit Reports.
Excel and/or Power BI dashboards.
Final presentation of key findings and recommendations.

Required Qualifications and Experience

Principal Investigator / Team Lead

The individual consultant or Team Lead should have:

A Master’s degree or PhD in Public Health, Social Sciences, Development Studies, Gender Studies, Education or a closely related field.
At least 7 years of proven experience leading large-scale, multi-site institutional or school-based surveys.
Demonstrated expertise in mixed-methods research design and implementation.
Experience conducting GBV-sensitive or safeguarding-sensitive research.
Experience analysing structured audit/index data and producing multi-site reports.
Proficiency in Excel and/or Power BI dashboard development.
Experience with digital/mobile data collection platforms such as Kobo Collect or ODK.
Experience working with government institutions, development partners or NGOs in the education or health sector.
Excellent analytical, report writing and presentation skills.

Consulting Firms

Where applicable, consulting firms should demonstrate:

Proven experience conducting large-scale, multi-site surveys in education, health or gender-related fields.
A multi-disciplinary team covering research design, gender/GBV, data analysis, dashboard development and field enumeration management.
Strong capacity in enumerator recruitment, training and supervision.
Experience delivering policy-oriented research and audit-reporting outputs.
At least two similar assignments successfully completed in the last five years.

Ethical and Safeguarding Requirements

The consultant will be required to:

Disclose potential conflicts of interest.
Obtain required ethical clearances and institutional permissions.
Ensure informed and voluntary consent from participants.
Guarantee anonymity and confidentiality of respondents.
Apply appropriate safeguards for GBV-related research.
Provide referral information to every respondent.
Handle FCSAI and baseline data confidentially.
Ensure data collection and reporting are inclusive, non-discriminatory and sensitive to gender, disability and other vulnerabilities.

Proposal Evaluation

Proposals will be evaluated as follows:

Technical Proposal – 70%

Understanding of the Terms of Reference and proposed methodology – 30%.
Experience and qualifications – 20%.
Team composition and capacity – 20%.

Financial Proposal – 30%

Cost-effectiveness and clarity of the proposed budget.
Value for money in relation to methodology, coverage and outputs.

Only proposals meeting the minimum technical threshold set by FAWEZI will proceed to financial evaluation.

Proposal Submission Requirements

Interested consultants and consulting firms should submit:

Technical Proposal

Demonstrated understanding of the Terms of Reference.
Detailed Component A methodology, sampling approach and data collection plan.
Detailed Component B data analysis and reporting approach.
Proposed dashboard tools.
Ethical and safeguarding protocols.
Combined workplan and timelines.
HTEI coverage schedule.
Team composition and roles, where applicable.

Financial Proposal

A detailed budget covering all costs for both components, including:

Professional fees.
Enumerator costs.
Data collection costs.
Logistics.
Other relevant expenses.

Costs for Component A and Component B should be itemised and totalled separately, alongside a combined grand total.

Supporting Documents

CVs of the Principal Investigator and key team members.
Company registration documents, valid tax clearance certificate and company profile for firms.
At least two samples of previous similar work.
Contact details of at least two professional references for similar assignments completed within the last five years.

Payment Terms

Payment will be made based on satisfactory completion and approval of deliverables:

20% upon submission and approval of the Combined Inception Report.
80% upon submission of all remaining deliverables from A2 to B2.

All payments will be subject to FAWEZI’s financial policies and procedures.
