Key Areas of Accountability

Technical Advisory to Project Planning and Implementation

The GESI Expert will:

Provide technical support to mainstream gender and social inclusion across climate change adaptation and mitigation interventions.
Ensure gender integration across project planning, implementation, monitoring and evaluation.
Identify and address barriers preventing vulnerable and marginalised adolescents and youth from accessing project opportunities, services and benefits.
Support gender-sensitive risk assessments, planning and budgeting.
Lead the design, operationalisation and implementation of the approved Gender Action Plan.
Enhance GESI, safeguarding and local engagement capacity across the project and team.
Provide technical guidance to ensure training, grants, livelihoods initiatives, climate adaptation interventions and green job opportunities are accessible and responsive to vulnerable youth.
Ensure compliance with the GCF Gender Policy, GCF Revised Environmental and Social Policy, ESARRMP and applicable SCI, national and regional policies.
Champion GESI, safeguarding and locally led development across programme areas and management systems.
Promote meaningful engagement of vulnerable adolescents and youth in decision-making, consultations, feedback mechanisms and community-level adaptation planning.

Monitoring and Evaluation

The role will involve designing GESI-sensitive indicators, ensuring people-related data is disaggregated by sex, age and disability, conducting baseline GESI analysis, leading gender analyses and assessments, monitoring project impact on gender equality and social inclusion, and contributing to project reviews and evaluations.

Advocacy and Partnerships

The GESI Expert will develop and implement a gender advocacy strategy and collaborate with government ministries, the National Gender and Climate Change Task Force, Zimbabwe Gender Commission, Rural District Councils, civil society organisations and community leaders to advance gender-sensitive climate action.

The role will also support GESI mainstreaming through government mechanisms and provide technical input into Local Adaptation Plans and their integration into District Development Plans.

Reporting, Knowledge Management and Learning

Responsibilities include providing regular updates on GESI activities, tracking achievements against Gender Action Plan indicators and targets, documenting best practices and lessons learned, preparing GESI sections for reports and supporting project briefs and publications promoting GESI policy and strategy implementation.

Safeguarding

The GESI Expert will:

Inform beneficiaries about expected conduct under Save the Children’s Child Safeguarding Policy and Code of Conduct.
Conduct at least four capacity-building and awareness sessions annually.
Mainstream safeguarding, PSEA, child protection and inclusion principles into GESI assessments, action plans, training materials and programme interventions.
Support safeguarding and inclusion risk mitigation measures and quarterly reviews.

Representation

The position will coordinate with other agencies and Government, participate in relevant national, regional and district Technical Working Groups and Networks, and identify opportunities to contribute to communications and media work.

Qualifications and Experience

Applicants should have:

A bachelor’s degree in gender studies, development studies, sociology, political science, anthropology or a related field. A postgraduate qualification is desirable.
At least seven years of progressively responsible experience in gender equality and social inclusion programmes.
Demonstrated experience leading implementation of a donor-approved Gender Action Plan, including workplanning, indicator tracking and donor reporting.
Experience in participatory research methods is highly desirable.
Practical and technical understanding of gender equality and social inclusion in Zimbabwe or a comparable southern African context.
Experience promoting inclusion and empowerment of vulnerable, marginalised or underrepresented youth, including youth with disabilities, is highly desirable.
Experience managing child safeguarding risks, implementing safeguarding policies, conducting risk assessments and designing risk mitigation strategies.
Strong analytical, writing, communication, training, mentoring and capacity-building skills.
Established networks and experience working with local groups, constituency-led CSOs and networks across Zimbabwe.
Strong engagement skills with government, non-government and donor organisations.
Proficiency in English and Shona and/or Ndebele. Working knowledge of Tonga is an advantage.
Working knowledge of the GCF Gender Policy, GCF Revised Environmental and Social Policy and project-level Gender Action Plan reporting requirements is highly desirable.
