Job Title: Procurement Specialist

Role Purpose: The Procurement Specialist will be part of the Programme Management Unit (PMU), responsible for project coordination and working with all beneficiaries to implement Project activities. The PMU spearheads project implementation and oversees day-to-day management and execution of Project activities, including planning, coordination, preparation of tender documents/specifications and terms of reference, contract management, communication, monitoring, and result reporting.

The Procurement Specialist will be responsible for the procurement function of all Bank-funded projects. S/He will ensure that the project is implemented in accordance with the Financing Agreement of the AfDB and the Project Implementation Manual (PIM), and in compliance with AfDB and Government guidelines and procedures. S/He will have overall responsibility for the harmonious coordination of the implementation of the various components of the project by the different stakeholders.

Key Duties/Responsibilities:

Be part of the Programme Management Unit (PMU) responsible for project coordination and working with all beneficiaries to implement Project activities.
Spearhead project implementation and oversee day-to-day management and execution of Project activities.
Plan, coordinate, prepare tender documents/specifications and terms of reference.
Manage contracts, communications, monitoring, and result reporting.
Ensure procurement functions are conducted in line with the Financing Agreement of the AfDB, Project Implementation Manual (PIM), and relevant guidelines and procedures.
Coordinate the implementation of project components across different stakeholders.

Qualifications/Requirements:

Must provide information indicating required qualifications and relevant experience to perform the services (Curriculum Vitae (CVs), description of similar assignments, experience in similar conditions, etc.).
Eligibility criteria, short-listing, and selection procedure must comply with the African Development Bank’s Procurement Framework, dated October 2015, available at: https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.
Selection will be made using the Individual Consultant method as outlined in the Procurement Policy.
